Leveraging infrastructure to drive development

Looking back on its journey of construction and development, particularly during decades of Đổi Mới (reform), Quang Ninh has steadily asserted its position. More than a regional connector and a growth pole in northern Vietnam, the province has emerged as a pioneer willing to “think big and act boldly,” placing infrastructure development at the forefront to unlock socio-economic growth.

Driven by a strong aspiration to unlock its vast potential and advantages, along with continuity and innovation in its development vision, Quang Ninh has charted its own path through bold initiatives, notably using public investment as seed capital to guide, catalyze and mobilize broader social resources toward shared development goals.

This approach has delivered tangible results. Over the past decade, Quang Ninh has completed and put into operation more than 1,000 kilometers of roads, including 176 kilometers of highways, along with major projects such as an international airport, specialized ports and other strategic infrastructure works. These projects not only strengthen connectivity among the province’s economic, cultural and tourism hubs, forming a seamless and integrated network that shortens travel time and expands development space, but also unlock growth potential in key areas. Together, they have shaped a more prosperous Quang Ninh, reinforcing its role as a major growth engine in northern Vietnam.

In parallel, as the province accelerates economic restructuring, reducing reliance on resource extraction while increasing the share of high-quality industry and services to ensure fast yet sustainable growth, Quang Ninh has prioritized infrastructure development in economic zones and industrial parks. To date, the province has established five economic zones covering a total area of 375,171 hectares and 10 industrial parks spanning 3,913 hectares. These zones and parks continue to expand, gradually evolving into large-scale hubs for manufacturing, logistics and industrial services, making significant contributions to GRDP growth.

Aligned with this comprehensive development momentum, Quang Ninh has also invested heavily in urban infrastructure, expanding urban space, strengthening connectivity and upgrading urban landscapes in a synchronized manner. Today, the province ranks among the five localities with the highest urbanization rates nationwide, at 76%.

Rural infrastructure has also seen marked improvements, with many areas meeting advanced and model new rural development standards, supported by synchronized cultural facilities. Healthcare and education infrastructure has been upgraded comprehensively from provincial to grassroots levels.

Moving Confidently Toward a Prosperous Development Era

After 40 years of Đổi Mới (reform) alongside the nation, Quang Ninh has emerged as a frontrunner in innovation and a leading growth pole in northern Vietnam. In 2025, the province recorded the highest growth rate nationwide at 11.89%, while steadily positioning itself as an international tourism hub. It also leads the country in infrastructure development indicators and ranks fifth nationwide in urbanization.

By 2030, Quang Ninh aims to become a prosperous, civilized and modern province, one of the country’s most dynamic and comprehensive development centers, an international tourism destination, a marine economic hub, and a key gateway of the Northern Key Economic Region and the nation as a whole. Looking ahead to 2045, the province envisions itself as a modern service and industry-based economy, a large urban region of regional and international standing, and one of the driving forces of national economic growth.
