
Quang Ninh is the first province in Viet Nam to independently develop 176 km of highways, connecting most economic centers, tourist destinations and industrial parks.
According to the Conclusion, the development orientation is to build Quang Ninh into a green, civilised and modern and culturally distinctive urban area. The province will restructure its development space by integrating urban, marine, island, border and heritage into a unified ecosystem. Quang Ninh is expected to shift from a fragmented spatial organisation to an integrated one, and from administrative boundaries to an open, multi-centre and interconnected model.
The Politburo emphasised the need to expand growth space and create breakthroughs driven by science, technology and digital transformation. It will concertedly promote the synchronous development of the green economy, heritage economy, marine economy, border economy, night-time economy and cultural industries. The Conclusion also highlights the orientation for accelerating the development of transport infrastructure, including road networks, high-speed railways, airports and seaports, alongside smart urban infrastructure to enhance connectivity among major urban centres.

Quang Ninh’s urbanization rate exceeds 87%, about twice the national average.
Balanced and harmonious development across localities will be ensured, coupled with environmental protection and the preservation of cultural identity. The Conclusion also highlights the request of stronger institutional reform, improved governance, and the building of a development-facilitating and integrity-driven administration that operates with efficiency, effectiveness and discipline while improving the quality of life for residents.
